1.  PURPOSE: THIS MSG PROVIDES PERTINENT PORTIONS FROM REF A WITH
AMPLIFICATION REGARDING GUIDANCE TO THE FLEET CONCERNING IMPROVEMENTS FOR
SHIPBOARD BATTLE LANTERNS, AVAILABILITY OF RETROFIT KITS, MEANS FOR
PROCUREMENT/INSTALLATION OF KITS AND DISPOSAL OF OBSOLETE COMPONENTS.
EXISTING BATTLE LANTERNS HAVE HIGH LIFE CYCLE COST, LIMITED BATTERY LIFE, AND
ARE PRONE TO FAILURE (LIGHT GOES OUT) IN EMERGENCY SITUATION.  DESIGN
IMPROVEMENTS HAVE BEEN DEVELOPED TO RESOLVE RELIABILITY PROBLEMS INHERENT
WITH EXISTING BATTLE LANTERNS. THESE IMPROVEMENTS HAVE BEEN DEVELOPED AS
DECKPLATE CONVERSION RETROFIT KITS TO MODIFY EXISTING SHIPBOARD BATTLE
LANTERNS OR AS ONE-FOR-ONE REPLACEMENTS OF WHOLE UNITS AS REQUIRED.
KITTING/NSN FOR VARIOUS LED/RECHARGEABLE CONFIGURATIONS ARE PROVIDED BELOW.
KITS PROVIDE FOR:
    (a)  REPLACEMENT OF EXISTING INCANDESCENT LIGHT BULB WITH LONGER
LASTING/LOWER POWER DEMAND LED (LIGHT EMITTING DIODES) ASSEMBLIES.
    (b)  IMPROVED RECHARGEABLE BATTLE LANTERNS ASSEMBLIES THAT MAY BE
PLUGGED INTO ANY ELECTRICAL OUTLET FOR HANDHELD PORTABLE LANTERNS OR AS
REPLACEMENT CHARGING UNITS FOR RELAY OPERATED LANTERNS WHICH ARE HARDWIRED
INTO LIGHTING CIRCUITS FOR EMERGENCY EGRESS/CRITICAL EQUIPMENT LIGHTING.
    C.  COMBINATION OF BOTH LED AND RECHARGEABLE BATTERIES FOR MAXIMUM
BENEFIT.
2.  BACKGROUND:  EXISTING BATTLE LANTERNS PROVIDE POOR ILLUMINATION IN
EMERGENCY SITUATION AND HAVE HIGH COST RELATIVE TO BATTERY REPLACEMENT. SHIPS
SPEND SIGNIFICANT PORTIONS OF OPTAR FOR PROCUREMENT AND DISPOSAL OF
REPLACEMENT DRY CELL BATTERIES. EARLIEST EFFORTS TO CONVERT BATTLE LANTERNS
TO RECHARGEABLE BATTERIES RESULTED IN BUILDUP OF HYDROGEN GAS INTERNAL TO
LANTERNS, RESULTING IN SEVERAL BATTLE LANTERN EXPLOSIONS.  COMNAVSURFPAC
ORCHESTRATED PROCUREMENT AND INSTALLED APPROVED CONVERSION KITS ON CNSP SHIPS
BETWEEN FY 1997 AND FY 2003.  REF A REFLECTS THE LATEST EFFORT BY THE OFFICE
OF NAVAL RESEARCH (ONR) IN CONJUNCTION WITH NAVSEA PHILADELPHIA TO DEVELOP A
REDUCED MAINTENANCE LED RECHARGEABLE LANTERNS TO BETTER SERVE THE FLEET.
THESE COMMANDS TEAMED UP WITH COMMERCIAL DEVELOPERS AND MANUFACTURES TO
DEVELOP A NEW AND IMPROVED LED RECHARGEABLE BATTLE LANTERN BASED ON THE
EXISTING BATTLE LANTERN ENCLOSURE.  THE RESULT OF THIS EFFORT HAS PROVIDED
SEVERAL OPTIONS OR CONFIGURATIONS THAT COULD BE USED TO MODIFY EXISTING BATTLE
LANTERN ENCLOSURES IMPROVING RELIABILITY, ILLUMINATIONS (LONGEVITY AND
LIGHTED AREA), AND REDUCED MAINTENANCE.
    (a) FULLY MODIFIED LED/RECHARGEABLE BATTLE LANTERNS WERE INSTALLED ON USS
MCFAUL (DDG 74) IN MAR OF 2003 AS A TEST INITIATIVE DFS.  PER USS MCFAUL DFS
UPDATES QUOTE, TO DATE BATTLE LANTERNS HAVE PERFORMED EXTREMELY WELL.  WE HAVE
EXPERIENCED NO PROBLEMS WITH ANY OF THE BATTLE LANTERNS. REQUEST EXTENSION OF
DFS AND HIGHLY RECOMMEND THAT LED BATTLE LANTERNS BE IMPLEMENTED THROUGHOUT
THE FLEET, UNQUOTE.
    (b)  RECHARGEABLE BATTERY TECHNOLOGY FOR BATTLE LANTERNS HAS BEEN
IMPLEMENTED THROUGH PART OF THE FLEET AND HAS IMPROVED RELIABILITY OF RELAY
OPERATED BATTLE LANTERNS, THIS EFFORT MOVES RECHARGEABLE BATTERY TECHNOLOGY TO
ALL BATTLE LANTERNS IF NEED IS DETERMINED/REQUIRED.  NOTE, NOT ALL BATTLE
LANTERNS WARRANT MODIFICATION IN PART OR IN WHOLE, THEY ARE SUFFICIENT AS IS.
3. BENEFITS OF LED/RECHARGEABLE BATTERY SYSTEM:
    (a)  LED LIGHTS ASSEMBLIES:
        (1)  PROVIDE ILLUMINATION THAT LAST 5 - 7 TIMES LONGER THAN
INCANDESCENT LIGHT BULBS USING CURRENT DRY CELL BATTERY CONFIGURATION, OR UP TO
70 HOURS WITH FULLY CHARGED RECHARGEABLE BATTERIES LISTED BELOW.
        (2)  RATED SERVICE LIFE IS 100,000 HRS VICE 100 HRS FOR INCANDESCENT.
        (3)  ARE MORE RUGGED, PASSING HIGHER LEVELS OF SHOCK, HEAT, AND
VIBRATION TESTING THAN INCANDESCENT BULBS.
        (4)  INITIAL LED OUTFITTING IS MORE EXPENSIVE THAN INCANDESCENT;
HOWEVER, LIFE CYCLE COST SAVINGS IN MAINTENANCE HOURS AND MATERIAL (BULB AND
BATTERY COSTS) WILL GREATLY EXCEED INITIAL OUTFITTING COST.
    (b)  RECHARGEABLE BATTERY SYSTEMS REDUCE MAINTENANCE TIME AND PROCUREMENT/
DISPOSAL (ENVIRONMENTAL) COST.  BATTERIES INSTALLED IN BULKHEAD MOUNTED RELAY
OPERATED LANTERNS ARE ALWAYS ON CHARGE WHEN ELECTRICAL POWER IS AVAILABLE
RESULTING IN LONGER LASTING LIGHT (ILLUMINATION) WHEN DEMAND ARISES.  PORTABLE
UNITS, DEPENDING ON METHOD OF CHARGING WILL ALSO PROVIDE LONGER LASTING
ILLUMINATION. METHOD OF CHARGING:
        (1)  UNITS MAY BE PLUGGED DIRECTLY INTO CONVENIENT OUTLET NEAR EXISTING
BULKHEAD BATTLE LANTERN LOCATION.
        (2)  UNITS MAY BE CHARGED FROM CENTRAL/CONTROLLED CHARGING POINT/
STATION.

MINUTES OR LESS. EXERCISE CAUTION NOT TO PLACE NON-RECHARGEABLE BATTERIES IN THE
RECHARGEABLE UNITS.
6.  RECHARGEABLE AND LED LANTERN MAINTENANCE:
NAVSEA DEVELOPED A UNIVERSAL BATTLE LANTERN MRC CARD TO COVER ALL LANTERN
CONFIGURATIONS IN THE FLEET IN MARCH 2004. THE CARD INFORMATION IS AS FOLLOWS:

PARA 4 ABOVE ARE AUTHORIZED FOR INSTALLATION. IF KITS MANUFACTURED BY A DIFFERENT
OEM ARE INSTALLED, REMOVE AS UNITS FAIL OR WHEN REPLACEMENT COMPONENTS (BATTERIES)
ARE NO LONGER AVAILABLE, REPLACE WITH KITS LISTED IN PARA 4 ABOVE.
    (b)  REMOVED BATTERIES ARE TO BE DISPOSED OF PER SHIPBOARD PROCEDURES AND IN
